As discussed in the documentation meeting here:
https://forum.aux.computer/t/minutes-from-sig-documentation-meeting-on-2024-05-11/591, the SIGs and committees page is currently too obscure, it makes more sense to move it out from contributing.

If you review this, please don't immediately merge it. It needs to be performed at the same time as editing the link on the roadmap.
