feat(sigs-and-committes): Move to root

As discussed in the documentation meeting here:
https://forum.aux.computer/t/minutes-from-sig-documentation-meeting-on-2024-05-11/591,
the SIGs and committees page is currently too obscure, it makes more
sense to move it out from contributing.
